Fin de l\u2019AGOA, d\u00e9mant\u00e8lement de l\u2019USAID, bilat\u00e9ralisme agressif : la sous-r\u00e9gion doit rompre avec la d\u00e9pendance et adopter une diplomatie strat\u00e9gique, sous peine de voir sa souverainet\u00e9 compromise.<\/em><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img decoding=\"async\" width=\"150\" height=\"150\" src=\"https:\/\/lettre-bourse.com\/wp-content\/uploads\/2026\/01\/image-11.png\" alt=\"\" class=\"wp-image-12600\" style=\"width:215px;height:auto\"\/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Le \u00ab Trump II \u00bb marque une rupture brutale pour l\u2019Afrique centrale. La diplomatie am\u00e9ricaine privil\u00e9gie d\u00e9sormais les int\u00e9r\u00eats imm\u00e9diats et le bilat\u00e9ralisme agressif. Le d\u00e9mant\u00e8lement de l\u2019USAID et la fin programm\u00e9e de l\u2019AGOA constituent un \u00e9lectrochoc : l\u2019aide ext\u00e9rieure, longtemps perfusion budg\u00e9taire, n\u2019est plus garantie. Pour certains pays de la CEEAC, la perte pourrait atteindre 20 % des financements internationaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais cette rupture ouvre une opportunit\u00e9 historique. L\u2019Afrique centrale, riche en lithium, cobalt ou mangan\u00e8se, doit imposer des partenariats qui ne se limitent pas \u00e0 l\u2019extraction : transformation locale, transfert de comp\u00e9tences, investissements \u00e9nerg\u00e9tiques deviennent des conditions non n\u00e9gociables.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sur le plan s\u00e9curitaire, le constat est tout aussi s\u00e9v\u00e8re : aucun parapluie ext\u00e9rieur ne prot\u00e9gera durablement le bassin du Congo. La coop\u00e9ration militaire r\u00e9gionale devient une n\u00e9cessit\u00e9 vitale, faute de quoi les acteurs priv\u00e9s \u00e9trangers continueront \u00e0 combler le vide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les rivalit\u00e9s sino-am\u00e9ricaines et la diplomatie transactionnelle imposent un choix clair : rester un terrain de jeu pour les puissances ou devenir un partenaire organis\u00e9 et exigeant. M\u00eame la diaspora peut devenir un levier strat\u00e9gique, gr\u00e2ce aux transferts financiers et au soft power \u00e9conomique qu\u2019elle g\u00e9n\u00e8re.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La doctrine Trump II sonne la fin de l\u2019Afrique \u00ab continent assist\u00e9 \u00bb.
