Une \u00e9volution qui concerne directement les exportateurs africains de cacao, de caf\u00e9 et de bois, sous forte pression r\u00e9glementaire.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les ajustements portent principalement sur la r\u00e9partition de la diligence raisonnable, d\u00e9sormais concentr\u00e9e sur le premier op\u00e9rateur mettant les produits sur le march\u00e9 europ\u00e9en. Les acteurs en aval sont all\u00e9g\u00e9s en obligations d\u00e9claratives, mais restent soumis \u00e0 la conservation des donn\u00e9es. Bruxelles estime que ces simplifications r\u00e9duiront jusqu\u2019\u00e0 75 % des co\u00fbts de conformit\u00e9, ramen\u00e9s \u00e0 environ 2 milliards d\u2019euros contre plus de 8 milliards initialement. Le dispositif introduit \u00e9galement des proc\u00e9dures num\u00e9riques simplifi\u00e9es et un r\u00e9gime all\u00e9g\u00e9 pour les petites entreprises. En revanche, les exigences centrales demeurent inchang\u00e9es : tra\u00e7abilit\u00e9 g\u00e9olocalis\u00e9e et preuve d\u2019absence de d\u00e9forestation restent obligatoires. L\u2019entr\u00e9e en vigueur est fix\u00e9e \u00e0 fin 2026 pour les grandes entreprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour l\u2019Afrique exportatrice, l\u2019enjeu devient op\u00e9rationnel. Les pays class\u00e9s \u00e0 risque standard, dont le Cameroun, devront acc\u00e9l\u00e9rer la mise en conformit\u00e9 pour pr\u00e9server leurs parts de march\u00e9. Les investisseurs privil\u00e9gieront les cha\u00eenes d\u2019approvisionnement tra\u00e7ables et certifi\u00e9es.
