Avec PG &amp; Partners comme lead arrangeur et Matha Capital comme banque d\u2019affaires conseil, le projet met \u00e0 l\u2019\u00e9preuve la capacit\u00e9 des banques, investisseurs et institutions de d\u00e9veloppement \u00e0 financer une infrastructure strat\u00e9gique sur le long terme.<\/em><\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Le Cameroun veut franchir un nouveau cap dans le financement de ses infrastructures \u00e9nerg\u00e9tiques. Pour construire le futur d\u00e9p\u00f4t p\u00e9trolier de Kribi, la Soci\u00e9t\u00e9 camerounaise des d\u00e9p\u00f4ts p\u00e9troliers (SCDP) cherche \u00e0 mobiliser jusqu\u2019\u00e0 150 milliards de FCFA, dont 100 milliards en monnaie locale, le solde devant \u00eatre lev\u00e9 en euros. Une premi\u00e8re rencontre avec les banques, investisseurs et institutions de financement s\u2019est tenue le 21 ao\u00fbt \u00e0 Douala pour pr\u00e9senter le projet et son sch\u00e9ma financier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Un montage destin\u00e9 aux investisseurs<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour structurer cette lev\u00e9e, la SCDP s\u2019appuie sur PG &amp; Partners, d\u00e9sign\u00e9 comme lead arrangeur, et sur Matha Capital, banque d\u2019affaires ivoirienne. Les deux institutions doivent accompagner la recherche de ressources aupr\u00e8s des banques camerounaises, des investisseurs internationaux et des institutions financi\u00e8res de d\u00e9veloppement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019op\u00e9ration repose d\u00e9sormais sur une soci\u00e9t\u00e9 de projet d\u00e9di\u00e9e, D\u00e9p\u00f4t P\u00e9trolier de Kribi (DPK), dont les organes sociaux ont \u00e9t\u00e9 constitu\u00e9s le 17 ao\u00fbt 2026. V\u00e9ronique Moampea Mbio, directrice g\u00e9n\u00e9rale de la SCDP, en pr\u00e9side le conseil d\u2019administration, tandis que Patrice Etame Etame en assure la direction g\u00e9n\u00e9rale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au-del\u00e0 de la mobilisation des capitaux, le principal enjeu du montage r\u00e9side dans la capacit\u00e9 du projet \u00e0 offrir aux financeurs une visibilit\u00e9 suffisante sur le remboursement. La SCDP avance \u00e0 cet effet un m\u00e9canisme int\u00e9gr\u00e9 \u00e0 la structure des prix des produits p\u00e9troliers. \u00ab Le gouvernement a anticip\u00e9 sur la question et cr\u00e9\u00e9, dans la structure des prix des produits p\u00e9troliers, une ligne destin\u00e9e au financement de ce d\u00e9p\u00f4t \u00bb, a expliqu\u00e9 V\u00e9ronique Moampea Mbio lors de la rencontre de Douala.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une infrastructure pens\u00e9e pour changer d\u2019\u00e9chelle<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La premi\u00e8re phase du projet pr\u00e9voit 140 000 m\u00b3 de capacit\u00e9s de stockage de produits p\u00e9troliers et 12 000 tonnes m\u00e9triques de GPL. Cette capacit\u00e9 pourrait ensuite \u00eatre port\u00e9e \u00e0 280 000 m\u00b3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le choix de Kribi r\u00e9pond \u00e0 une logique logistique. Son port en eau profonde, avec un tirant d\u2019eau pouvant atteindre 16 m\u00e8tres, peut accueillir des navires d\u2019environ 80 000 tonnes. L\u2019objectif est ainsi de permettre l\u2019arriv\u00e9e de cargaisons plus importantes et de r\u00e9duire les contraintes li\u00e9es aux op\u00e9rations d\u2019importation depuis le port de Douala.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le futur terminal comprendra notamment un quai p\u00e9trolier, trois bras de chargement et un pipeline d\u2019environ 900 m\u00e8tres reliant les installations maritimes \u00e0 une station manifold terrestre. Cette derni\u00e8re doit constituer un point de distribution pour les industriels raccord\u00e9s au dispositif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>De la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique au march\u00e9 r\u00e9gional<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019enjeu d\u00e9passe toutefois le seul approvisionnement du Cameroun. En permettant de recevoir des volumes plus importants et de fluidifier leur stockage et leur distribution, Kribi pourrait renforcer la position du Cameroun dans les corridors \u00e9nerg\u00e9tiques d\u2019Afrique centrale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le projet cible notamment les march\u00e9s du Tchad et de la R\u00e9publique centrafricaine, qui utilisent d\u00e9j\u00e0 le territoire camerounais pour une partie de leurs approvisionnements. \u00c0 terme, les installations doivent pouvoir traiter jusqu\u2019\u00e0 10 millions de tonnes de produits par an, apr\u00e8s une premi\u00e8re mont\u00e9e en r\u00e9gime \u00e0 5 millions de tonnes. Pour le march\u00e9 financier, l\u2019op\u00e9ration constitue surtout un test grandeur nature : celui de la capacit\u00e9 \u00e0 mobiliser des ressources de long terme pour une infrastructure g\u00e9n\u00e9ratrice de flux, en combinant financement bancaire, investisseurs institutionnels et capitaux internationaux.
