La Communaut\u00e9 \u00e9conomique et mon\u00e9taire de l’Afrique centrale (Cemac) amorce un tournant d\u00e9cisif en adoptant une directive sur les partenariats public-priv\u00e9 (PPP), ouvrant ses projets r\u00e9gionaux aux investissements priv\u00e9s. Cette initiative, soutenue par l’Agence fran\u00e7aise de d\u00e9veloppement (AFD), vise \u00e0 harmoniser les contrats et \u00e0 dynamiser la r\u00e9alisation des infrastructures essentielles dans la sous-r\u00e9gion.<\/em><\/em><\/p>\n\n\n\n

Adopt\u00e9e lors d’un atelier tenu \u00e0 Douala, cette directive marque une avanc\u00e9e significative. Les entreprises priv\u00e9es des six pays membres peuvent d\u00e9sormais financer et r\u00e9aliser des projets int\u00e9grateurs, jusque-l\u00e0 domin\u00e9s par des financements publics et des bailleurs internationaux<\/a>. La strat\u00e9gie r\u00e9gionale de la commande publique, d\u00e9velopp\u00e9e en parall\u00e8le, pr\u00e9voit des m\u00e9canismes de planification pour identifier et prioriser les projets adapt\u00e9s aux PPP.<\/p>\n\n\n\n

Ce cadre r\u00e9glementaire harmonis\u00e9 vise \u00e0 accro\u00eetre la transparence et \u00e0 r\u00e9duire la d\u00e9pendance des \u00c9tats aux financements ext\u00e9rieurs. Les 13 projets int\u00e9grateurs, b\u00e9n\u00e9ficiant d’engagements financiers de plus de 6 000 milliards FCFA, illustrent le potentiel de cette nouvelle approche. Toutefois, pour une application effective, les \u00c9tats membres devront transposer la directive en droit national d’ici deux ans, condition essentielle pour transformer cette ambition r\u00e9gionale en r\u00e9alit\u00e9 concr\u00e8te.<\/p>\n\n\n\n

Malgr\u00e9 ces avanc\u00e9es, susciter l’engouement du secteur priv\u00e9 reste un d\u00e9fi majeur. Le manque de visibilit\u00e9 sur la rentabilit\u00e9 des projets, des proc\u00e9dures administratives lourdes, ainsi qu’une faible culture des PPP dans certains pays freinent encore les investisseurs potentiels. Pour inverser la tendance, il est n\u00e9cessaire de renforcer les capacit\u00e9s des administrations publiques, d’am\u00e9liorer la qualit\u00e9 des \u00e9tudes de faisabilit\u00e9, et de garantir des cadres juridiques stables et attractifs.<\/p>\n","protected":false},"excerpt":{"rendered":"
